INTRODUCTION
On behalf of the CMHL/CML Board of Directors, I would like to start by wishing all our marina stakeholders a safe and enjoyable summer.
Unfortunately, the spectre of COVID 19 offers to disrupt plans and so we will start this newsletter by setting out the CML Policy regarding how we envisage managing COVID- 19 under the new Government Protection Framework.
• Covid 19
To be clear, Staff at Chaffers Marina are required to follow the Government guidelines regarding the Public Health Measures in place for Chaffers Marina.
Chaffers Marina has determined the following:
• Face coverings to be worn when inside the onshore facilities (bathrooms, TV Lounge/Lobby, and Office)
• Upon arrival at Chaffers Marina, scanning in with the QR code or filling out the book in the CML Office lobby
• Individual use of access cards on gates (no shadowing through)
Under the new Government COVID-19 Protection Framework, these measures will continue.
All CML staff are double vaccinated, and we have yet to confirm what the vaccination certificate requirements for the marina will be.
• LTAMP
We have completed almost 50% of the pile sleeving and recently replaced 10 piles. Unfortunately COVID 19 has resulted in significant delays (both in engineering and supply chains) – we are working to address this as soon as possible. As previously highlighted, the complete failure of the submains cable to E Pier has also resulted in the power to E Pier being shut down for a considerable period. This shut down will continue through the summer. Should E Pier vessel owners require power to charge up batteries please contact the office and temporary berthage will be arranged to allow for this.
One of the key considerations regarding the LTAMP is the tight financial parameters by which the project operates. Cashflow requirements mean that we are moving money around to address immediate priorities and there are plenty of immediate priorities with an aging marina.

Anyone with access to the internet can engage via our websites 24 hours a day 7 day a week and this makes web-based information an effective engagement tool.
MAINTENANCE
This is significant and an ongoing commitment – much of the maintenance is based on extending the asset life until it is replaced.
You will have seen more temporary fencing and signage going up as the maintenance and LTAMP picks up speed along with contractors and staff working in the marina. Most work is dictated by the weather so when the weather is good, we are making the most of it; this may delay your boat movements at times.
ACCOUNTS
Like any business, the running of the marina is dependent on the timely payment of accounts.
Shareholders have the option (through their CML Berth Licence Agreement) to pay fees 6 monthly in advance (January and July). If you wish to pay by this option, please contact Victoria otherwise the current system of invoicing and payment in the actual month will continue.
• Hot Work Permit
Hot Work Permits – any welding (gas or electric) or grinding onboard a vessel in the water requites a Hot Work Permit issued by the Harbour Master from the GWRC.

• Live Aboards
Chaffers Marina has a Live Aboard community of 60 people spread over 47 vessels. Of these vessels, 23 are Shareholder Live Aboards.
As well as the important aspect of income (for the 2020/21-year CML received $186k from Live Aboard charges), Live Aboards also assist with marina security and vessel security – especially during storm events.
Issues around the availability of car parking are often blamed on Live Aboards, however, when the majority of the 25 CML car Parks at Barnett St remain unoccupied it appears its more an argument of convenience rather than availability.
CML and the Board carefully manage the number of Live Aboards; they are an important community within the marina and add to the sense of community that CML advocates.
AGM
The CMHL AGM is scheduled for Thursday 18th November 2021, 6.30pm at the RPNYC Ward Room. During the general business, we will be discussing the recent independent HSE Audit of CML operations and discussions that have been held with Wellington City Council regarding car parking, berths and the Deed of Licence.
