Hull survey results and marine biosecurity

In November 2025, TC Environmental surveyed 26 vessels at Chaffers Marina as part of a regional hull inspection programme. The programme is run by the Top of the South Marine Biosecurity Partnership and coordinated by Boffa Miskell. Each vessel was assessed for its level of fouling (LoF) and for marine pests.

  • Light fouling (LoF 2): about 38% of vessels
  • Moderate to heavy fouling (LoF 3 or above): about 54% of vessels

The survey found three invasive species: lightbulb ascidian, wakame (Undaria) and carpet sea squirt (Didemnum). All three can out-compete native species and harm the health of the moana. Boffa Miskell advises that vessels above LoF 2 should not travel to Marlborough, Nelson or Tasman.

What happens next

We are talking with the owners of vessels recorded above LoF 3, and of vessels with similar fouling, to agree a plan for each one. Keeping fouling low is part of how the marina meets Greater Wellington’s marine biosecurity requirements.
